Plywood Grades in India: MR, BWR and BWP Explained for Specifiers
Most plywood arguments on site come down to one question asked too late: which grade did we actually buy?
This is the answer we give designers, contractors and fabricators who walk into our godown in Secunderabad. It covers the three commercial grades, the two Indian Standards they sit under, the ISI rule that changed in 2025, and how to read a sheet before it goes into a wardrobe you have to warranty.
The short answer
- MR (Moisture Resistant) — bonded with urea-formaldehyde resin. For dry interiors: wardrobes, bookshelves, study units, partitions. It handles humidity. It does not handle water.
- BWR (Boiling Water Resistant) — bonded with melamine-urea-formaldehyde. For kitchen carcasses, vanities away from direct spray, and anywhere in Hyderabad that goes humid without air conditioning.
- BWP (Boiling Water Proof) — bonded with phenol-formaldehyde. For under-sink runs, bathroom furniture, utility areas and semi-exposed joinery.
And the part most buyers get wrong: “BWP” no longer tells you which standard you are holding. Since a 2024 amendment, BWP exists both as a general-purpose grade under IS 303 and as marine plywood under IS 710. They are not the same product and they are not the same price.
What changed: ISI marking is now mandatory
This is the single most useful thing to know when buying plywood in India today, and it is still routinely missed.
The Plywood and Wooden Flush Door Shutters (Quality Control) Order, 2024 — notified as S.O. 1377(E) on 15 March 2024 by the Department for Promotion of Industry and Internal Trade, under sections 16, 17 and 25(3) of the BIS Act, 2016 — requires plywood covered by it to conform to its Indian Standard and to carry the Standard Mark (ISI) under a BIS licence. It superseded the 2023 order of the same name.
It came into force in three phases, all of which have now passed:

Goods manufactured in India purely for export are excluded. Contravention is punishable under the BIS Act, 2016.
The order covers ten standards, not just general-purpose plywood:

The latest version of each standard, including BIS amendments, applies.
What this means on a project. Unmarked plywood is no longer a price decision, it is a compliance one — and it matters most on work you will hand over and be held to: schools, clinics, offices, rental fit-outs, anything tendered. If a sheet arriving on your site carries no ISI mark and no licence number, that is now a question worth asking before it gets cut.
MR vs BWR vs BWP: what actually differs
The grade is the glue line, not the face. Two sheets can look identical and behave completely differently the first time a kitchen floods.

A practical way to decide: ask where the water will be in five years, not where it is today. A kitchen carcass in BWR with sealed edges will outlast a BWP carcass with raw edges, because most plywood failures start at an unsealed cut edge, not through the face.
IS 303 vs IS 710 — and the “710” problem
For years the shorthand ran: IS 303 = commercial, IS 710 = waterproof. Manufacturers’ own literature still frames it that way, and plenty of invoices do too.
Two things complicate it now.
One. IS 303, the general-purpose standard, historically carried MR and BWR. A 2024 BIS amendment brought BWP under IS 303 as a general-purpose grade. So an IS 303 BWP sheet is a legitimate, standard-compliant product — and it is not marine plywood.
Two. IS 710:2010 is specifically marine plywood, written for marine and river-craft use, with higher bonding requirements. It is the stronger specification and it costs more.
The gap between those two is where most of the mis-selling in this market happens. “710” stamped on a face is not certification. Genuine IS 710 plywood carries the ISI mark together with the standard number 710 and a BIS licence number. A bare “710” print is a claim, not a certificate.
For almost all residential interior work, IS 303 in the right grade is the correct specification. IS 710 is a deliberate upgrade for genuinely wet or exposed conditions — not a default to pay for because the number sounds safer.
How to read a sheet before you buy it
Check the stamp on the sheet, not the quote:
- ISI mark — the monogram itself.
- BIS licence number (CM/L-…). Verifiable in the BIS database.
- Standard number — 303 or 710, and it must match the grade being sold to you.
- Grade — MR, BWR or BWP.
- Face quality — AA, AB or BB.
- Manufacturer name and batch.
Then check the things no stamp tells you, which is where sheets of the same grade separate:
- Core gaps. Look at the cut edge against the light. Voids are where screws lose their hold and where a shutter starts to bow.
- Calibration. Run a hand across two sheets from the same bundle. Thickness that wanders costs you at the edge-banding and the hinge line.
- Flatness. Stand a sheet on edge. A sheet that arrives bowed does not relax flat in a wardrobe.
- Weight. Within a species, a denser sheet usually means tighter veneers and less filler.
- Borer and termite treatment — ask whether it is treated, and to what.

Plywood, blockboard or MDF? Plywood for anything screwed, loaded or likely to meet moisture. Blockboard where you need a long span to stay straight and weight to stay down — its softwood batten core resists sag better than plywood of the same thickness. MDF only where the surface matters more than the fixing: routed profiles, painted panels, 3D work. MDF and water are not friends, and MDF does not hold a screw in the edge.
Specifying for Hyderabad
Two local conditions are worth designing around.
Humidity swings, not constant damp. Hyderabad runs dry for much of the year and then turns humid through the monsoon. That cycling is harder on a glue line than steady humidity, and it is why MR sheets in an unventilated kitchen fail earlier here than the spec sheet suggests. For kitchen and utility carcasses, BWR is the sensible floor.
Termites and borers are a given, not a risk. Treatment is not an upgrade in this market. Ask for it, and ask what was used.

Frequently asked questions
Is ISI marking mandatory for plywood in India? Yes. Under the Plywood and Wooden Flush Door Shutters (Quality Control) Order, 2024 (S.O. 1377(E), 15 March 2024), plywood covered by the order must conform to its Indian Standard and bear the ISI Standard Mark under a BIS licence. It took effect on 28 February 2025 for general enterprises, 28 May 2025 for small enterprises and 28 August 2025 for micro enterprises. Goods made in India solely for export are exempt.
What is the difference between IS 303 and IS 710 plywood? IS 303:1989 is the standard for plywood for general purposes and carries the commercial grades MR, BWR and — since a 2024 BIS amendment — BWP. IS 710:2010 is the standard for marine plywood, written for marine and river-craft use with higher bonding requirements. IS 710 is the stronger and costlier specification; IS 303 in the appropriate grade suits almost all interior work.
Which plywood grade should I use for a kitchen? BWR for the carcass in most kitchens, and BWP under the sink and anywhere the cabinet can take standing water. Seal every cut edge whichever grade you choose — most plywood failures begin at a raw edge, not through the face.
Which plywood grade is right for a wardrobe? MR is adequate for wardrobes in dry, ventilated rooms. In rooms without air conditioning, or in a home that goes humid through the monsoon, BWR is worth the difference.
Is “710” printed on a sheet proof that it is waterproof? No. A printed “710” is a claim. Genuine IS 710 plywood carries the ISI mark alongside the standard number 710 and a BIS licence number that can be checked in the BIS database.
What does BWP plywood mean now that it appears under two standards? Since the 2024 amendment, BWP describes a boiling-water-proof grade available both as general-purpose plywood under IS 303 and as marine plywood under IS 710. Ask which standard the sheet is certified to — the two differ in requirement and in price.
What thickness of plywood is used for kitchen cabinets? 18 mm for carcasses and loaded shelves, 12 mm for cabinet sides and internals, 9 mm for shutter cores and light shelving, 6 mm for back panels and drawer bottoms. For long shelves and door shutters, 19 mm blockboard holds a straighter line.
Plywood or blockboard for a long shelf? Blockboard. Its softwood batten core resists sag better than plywood of the same thickness and weighs less, which is why 19 and 25 mm blockboard are specified for long shelves, shutters and counter substructures.
What plywood sizes are available in Hyderabad? Standard sheets are 8×4 ft (2440 × 1220 mm), with 7×4 ft (2135 × 1220 mm) and 6×4 ft (1830 × 1220 mm) also available. Plywood runs 6, 9, 12 and 18 mm; blockboard 19 and 25 mm.
